Quick answer
Good research answers four questions: what people search, why they search, which demand matters commercially and which page should satisfy it.
The output should be a prioritized page map, not a list of hundreds of phrases. Search volume is evidence, not the decision itself.
What I would check first
I would start with the existing site and customer language: sales questions, service names, support queries and Search Console data. Then I would inspect current results for the terms that appear commercially important.
I would look for pages that already rank for the same intent. If one page is close to satisfying several related searches, improving that page may be better than creating several new URLs.
Decision framework
Classify each opportunity by intent: informational, commercial investigation, transactional or navigational. Then score business value, relevance, competition, existing coverage and ability to create a genuinely useful result.
For example, 'best payroll software for a 20-person company' may support a comparison guide, while 'payroll software pricing' may deserve a commercial page. The page type follows the intent.
Implementation steps
Collect seed topics, expand them with search data, cluster close variants, inspect the live SERP, assign one primary page and record supporting questions. Create internal links between the hub page and supporting resources.
After publishing, revisit the map using real query data. Unexpected queries can reveal a stronger page angle than the original keyword list.
Common mistakes
Do not chase only high-volume terms, treat third-party difficulty scores as absolute truth, create separate pages for trivial wording variations or let tools dictate strategy.
Also avoid optimizing a page for a phrase that the current search results show is dominated by a different intent. A technically perfect page can still be the wrong answer.
Measurement and business implications
Measure whether target pages gain relevant impressions, qualified clicks and conversions. Keep an eye on query diversity and whether multiple pages are competing for the same intent.
Use the SEO guides, title validator and SERP preview when turning the research into pages. Keyword research should be maintained as a living decision system rather than a one-time spreadsheet.
